Finland orders Google to halt construction at two AI data centers over missing environmental assessments

Finland's Licensing and Supervision Agency (LVV) issued a stop‑work order to Google subsidiary Tuike Finland Oy for the data‑center projects in Muhos and Kajaani. The agency said work such as tree felling, excavation and road building proceeded without a required environmental impact assessment and must cease by Oct. 23. Google said it fell short of its own standards, will follow the guidance and will re‑plant trees on 130 hectares at Muhos. The projects are part of a planned €13 billion (≈$15 billion) AI‑infrastructure investment through 2028.

The halt could delay the rollout of new AI capacity and affect Alphabet’s 2026 capex guidance, which was raised to $195 billion‑$205 billion after the investment announcement. Investors will watch the assessment timeline for any further impact on the company’s AI build‑out schedule.
