U.S. Department of Energy announces up to $4.2 billion loan to Vistra for nuclear plant uprates

The U.S. Energy Department said it will provide Vistra Corp. with a conditional loan of up to $4.2 billion to fund uprates at three nuclear facilities in Ohio and Pennsylvania. The financing is intended to add about 433 MW of new capacity, extend plant lifespans by 20 years and support long‑term power purchase agreements with Meta. Vistra’s shares rose between 3.5% and 4% after the announcement on Oct. 5, 2026.

Vistra expects the loan to lower capital costs and improve earnings visibility for its nuclear segment, according to the company’s filing. The added capacity and extended operating life should help meet growing PJM demand and support the Meta PPA, which the firm says will fund the uprate costs.
