DOE approves temporary crude transfer for Phillips 66 Louisiana refinery

The U.S. Department of Energy approved a temporary crude transfer of up to 400,000 barrels for Phillips 66’s Lake Charles refinery in Louisiana after a delivery interruption. The crude will come from the Strategic Petroleum Reserve’s West Hackberry facility and can be delivered immediately. Phillips 66 will return the borrowed oil with additional crude as compensation.

The transfer provides Phillips 66 with near-term crude supply while the disruption persists. Because the transaction is an exchange rather than a sale, Phillips 66 must replenish the reserve with an added crude premium.

  • 1The DOE authorization covers as many as 400,000 barrels for Phillips 66’s Lake Charles refinery.

  • 4Phillips 66 said it did not expect the supply issue to affect operations.
  • 5The DOE did not identify the cause of the crude-delivery interruption.
