XRP Ledger activates PermissionDelegationV1_1, enabling account‑level delegation

On October 8 2026 the XRP Ledger turned on the PermissionDelegationV1_1 amendment, allowing an account to grant another account narrowly defined transaction rights. The change required more than 80 % validator support and reached the required threshold shortly before activation. Developers warned that the PaymentBurn permission should not be delegated until a separate fixCleanup3_4_0 amendment is approved, which is still two votes short.

The new delegation feature gives institutions such as banks and stablecoin issuers a way to separate operational duties from control of primary keys, potentially expanding institutional use of the ledger. However, the pending fix means users must avoid delegating the PaymentBurn right until the additional validator votes are secured.

  • 1PermissionDelegationV1_1 became active on October 8 2026.
  • 228 of the 33 validators (26 required) supported the amendment at activation.
  • 330 of 35 trusted validators were voting yes shortly before activation, with 29 votes needed.
  • 4The amendment requires support from more than 80 % of trusted validators for two consecutive weeks.
  • 5The fixCleanup3_4_0 amendment, which would allow safe delegation of the PaymentBurn permission, had 24 of the required 26 validator votes.
  • 6The XRP Ledger averaged approximately $3.72 billion in tokenized assets and $539 million in RLUSD stablecoin in Q2 2026.
