Dell, JERA and RHAELM launch $15 billion AI data‑center project in Japan

Dell Technologies, Japan’s largest power generator JERA and UK developer RHAELM signed a memorandum of understanding to build a 400 MW AI data‑center at JERA’s Chiba Thermal Power Station. The first facility is slated to begin phased operations in 2028 with full capacity by 2029 and will cost more than $15 billion. Apollo Global Management will act as the investment and financing partner for RHAELM.

Dell says the partnership helps link its $95 billion AI‑server backlog to a reliable power source, supporting its forecast of $74 billion AI‑server revenue in fiscal 2027. The project also creates a template for similar AI‑infrastructure deployments across Japan, potentially unlocking further multi‑billion‑dollar investments.

  • 1The project will have up to 400 MW of power capacity.
  • 2Total spending is expected to exceed $15 billion, covering land, power infrastructure, construction and computing equipment.
  • 3Phased operations are planned to start in 2028 with full capacity targeted for 2029.
  • 4Dell will supply the rack‑scale computing infrastructure and its AI Factory platform.
  • 5Apollo Global Management will serve as the investment and financing partner for RHAELM.
  • 6Dell reported AI‑server orders of $60.9 billion and AI‑server revenue of $16.4 billion in its latest quarter.
  • The Financial Times reports a broader $140 billion investment plan for AI data centres in Japan, which differs from the $15 billion figure for this specific project.
