Carlyle was conditionally selected for Fort Bliss, Texas, and CyrusOne (KKR/BlackRock funds) for Dugway, Utah, each estimated near $2B. Sites at Fort Hood and Fort Bragg are under consideration, with water and power requirements and a House bill proposal restricting certain China-linked components.
