Visa receives People’s Bank of China approval to prepare domestic card‑clearing business

On 13 October 2026 the People’s Bank of China (PBOC) approved Visa’s application to start the preparatory stage for a locally registered bank‑card clearing institution. The approval lets Visa begin work on the clearing unit but does not yet permit it to process domestic yuan transactions. Visa’s chief executive Ryan McInerney called the decision a milestone and thanked U.S. and Chinese leaders for supporting the effort.

The approval removes a regulatory hurdle, allowing Visa to move toward entering China’s domestic payments market, which could expand its revenue base if it later obtains a full clearing licence. Investors should watch for further PBOC steps that will determine when Visa can start clearing domestic transactions.
